Try running this Reg file:

http://www.firetongue.com/support/DisplayAllCharsets.reg

This will set a registry key that will enable partial support of Japanese in OrangeCD. Then make sure to go to View -> Preferences -> Database and select appropriate Japanese charset from the Default Character Set drop-down box.
